Because each army must have it's own distinct and unique character, and cults were too much like Imperial Guard.
Except for Space Marines, of course. You can have as many of those as you like.
Every bloody army in 40keh is a bloody cult!
Spacemarines - the Emperor's cult specialising in whatever bit of his spunk happened to end up in their geneseed.
Imperial Guard (or whatever dumb name they have now been given) - Cult of the emperor and worship his chosen one space marines, or get excommunicated (read, fucked up until they bleed through their eyeballs by the inquisition).
Grey Knights - especially special space marines, so just another notch higher cultists.
Inquisition - effectively the KKK of the 40keh universe, the cult to end all cults.
Tau - communist cult.
Chaos - Demons and cultists in various guises.
Elday - Cultists.
Dark Eldar - Cultists.
Orks - Cultists (Gork and Mork)
Necrons - robot cultists.
I think it's pretty much fair to say that Tyrranids are the only non cultist force, so it's only fair they should get some sort of cultist representation.
