Being 25mm tall they might also be able to pass for hobgoblins or smaller orcs in 28mm fantasy games.

Problem is the skulls they are adorned with. If you use them as 28mm monsters, those would be baby skulls. That may be excellent to make them the worst bastards ever, or just too creepy for sensitive gamers.

I guess those would work as big trolls for 10mm as well? Like Copplestone trolls, I think they're pretty close to 25mm?

Paint the skulls black and say they are shrunken heads instead?
