Waistcoat and rolled up shirt sleeves, perhaps with a blunderbuss and bowler hat.

Thanks for all your brilliant suggestions, it looks like this could be a much bigger project than I had first set out to do, but that's a good thing as the ideas are really exciting. Regards the kickstarter, I'm already committed to particular miniatures at this stage, but I would like to add a small starter selection of Victorian characters civie types (no shoulder armour), because it's such a big subject I think it could do with a follow up kickstarter to add a bigger selection of these Victorian characters. One idea that particularly stood out to me was the London Bobbie and Sherlock Holmes collection, this would work really well with some street thugs, pimps, plus other kinds of villains, Jack the Ripper, plus a hangman with his rope. Thanks once again for all your thoughts and suggestions on this subject, its very helpful and encouraging.

Maybe some kids (Scruntlings or whatever they might be called)- you don't see many young dwarves (if any) plus if you end up sculpting a Sherlock/ Scruntlock Holmes he'd need some helpful street urchins.
