Socialists as in "pretty much any party that calls themselves socialist and are electable" are just welfare state liberals.

Socialists want public ownership of capital, in the technical sense of that word as accumulated wealth necessary to enable the other factors of production.
Private property exists in other forms of economic society than capitalism and can continue in a socialist state.

Well of course. Private property is understood as "productive capital" not "grandmas toothbrush"
