Social Security is (as opposed to a Ponzi scheme) a program by which we, as a society, agree to contribute to the well-being/welfare of our elders. One doesn't 'pay into' the system in the sense of creating an account upon which a future withdrawal may be made. One contributes to that well-being/welfare because it's the right thing to do.

Why doesn't everyone at age 70 receive exactly the same amount, instead of a sum based on what they put in?

Look. Let's just eliminate the fiction of pretending that this is separate from regular government spending. Congress did that years ago when they decided that the so-called Trust Fund was just a piggy bank and they were the hammer.

And please explain to me why William F Buckley is not entitled to collect. It is an entitlement after all, and he put into it. It was originally sold as a pension.

I guess I always assumed it was because some people couldn't handle the truth about caring for others, so it was hidden in a cloud of 'earnings based on contributions' to make them feel like they weren't getting screwed (while they screwed others).

He can certainly collect - because you and I are paying him, not because of what he put into the system, but because he's alive (is he?). As to the 'pension' thing - I honestly have no idea, but wouldn't be surprised to learn that it matches my "salespitch" idea above (ie: these people can't understand what's good for them, so let's just tell them they'll be gazillionaires to get them on board - cynically manipulative? sure.
