I want out of this European Experiment. UK currently sends EU 11,500 euros per person living in the UK. I say come out, stop all benefits and give every adult in the UK 11,500 Euros each tax free, if they want to work on top of that fine, but they opay tax on it.

Then the £217 billion we spend on benefits could be spent elsewhere in UK on NHS, social housing, etc.

Not really anything to do with Europe.

That £217bn includes:

98bn in state pensions. Yep, those oldies could go.
26bn in housing benefit, oh hang on you wanted social housing didn't you.
11bn in child benefit. Could lose that right, 'cos bringing up children is easy and cheap.
36bn in disability benefit. I guess you could lose that if you legalise assisted suicide. That would help with the state pension problem as well.
29bn in child and working tax credits. Could lose that if you forced companies to pay a proper wage. Or reduce prices significantly.
1bn on war pensions. Well, fuck them, they knew the risks when they joined, right?
2.4bn in unemployment benefit. Well, you won't lose your job ever will you? Or get old, get sick or be vulnerable in any way.

Or if you do, we can always step over your corpse on the pavement. Although it might depress house prices.

Why? Nobody's talking about leaving people to starve on the street. Instead, the OP is suggesting a citizen's income, funded by what we currently contribute to the EU, in place of the benefits currently paid. The number he mentions is rather more than the current basic state pension, by the way.

For the record, I'm not a supporter of the citizen's income.

Chatting with Brother the other week concerning this. He works for Customs and immigration and from his POV, this would actually make things worse on the immigration front worse as currently we have Customs staff in France rather than back at point of entry and they also can carry out long range disruption against criminal gangs etc.
