Having looked into it a bit more and read some of Bill's shit FAQ I think the fat cunt might be alright on this one.
It just depends on how hard someone tries to push it.
Bill is not under any onus to provide evidence he has deleted information, it's the duty of the other person to prove he hasn't.
So it looks like Bill is doing nothing wrong on this one so fair play to him.

It is not just about opting in, it is about letting people know what data is collected, what is done with it, being able to access that data and have it deleted if requested, and more...

It is explained on the Privacy Policy which can be found here:

But in a nut shell, I use your account data so you can use your account.
So, your username is used to log in to your account.
Your e-mail is used to send you notifications on topics you have requested to be notified on.
Etc.

No data = no account, and that is what TWW does with your data, lets you have an account.
Nothing to worry about at all.
