As I understand it, (and I do this shit for a living, among other things), the ICO is legally obliged to investigate a complaint. I wouldn't imagine a cease and desist letter costs them much, 'fill in the blanks'. It's going to get really fucking messy.

I can see the authorities scratching their heads (at first) about the hornet's nest that someone kicked, which might lead them out of curiosity to actually look at the site. When you send in your complaint, you might want to suggest that they first apply for membership so they can see the stuff beyond the front page.
