No different than any other third-party ad distributor. In order to be competitive, most don't really screen incoming advertisers. It is easier/cheaper to take money, wait for complaints, then kick them out with no refund.

With the knowledge that the ads often profile people fairly well, perhaps he's just sitting back and jotting down the names of those that complain about the dodgy dating site ads... very handy if you are seeking a target audience for your own dodgy dating site
